What characteristics of modern society necessitate planning and organization for community health?

  1. In traditional societies the individual was the responsibility of the community. If you got sick, if you were poor, your extended family or your community looked after you. In contrast, modern society is founded on the small family. Especially in cities, there's no other care giver than your immediate family. That's why social functions are necessary for modern society. Other than that, all societies, modern or traditional, needed some kind of health planning to prevent the annihilation of the society because of one flu epidemic.
