What countries have government/state owned and operated Health Care systems with doctors being civil servants?
Some countries have a system where patients are fully reimbursed for medical expenses and others have their own hospitals providing the care. Which system is more cost-effective?

- well if the hospital is runned by the goverment. thats means its socialist so uhhh china? and hmmm if its socialists thats a step away from slavery so my guess is the hospital is runned by a bunch of slaves so its nearly free in operation costs. my guess is socialist slave hospitals are more effective.
- We do in Canada. Hospitals are government-run. The medical staff are civil servants. Unfortunately the whole health system being worked by unionized workers, productivity is very low and costs are very high. In western Canada, doctors are being offered $512/h to sign up to work night shifts in case of a major H1N1 outbreak. The vast majority of canadians earn less than that for a week's work.
